Before 1911, only a few locals and Tomas agents knew that Machu Picchu existed. So, the Tomas thought it was the ideal place to hide a Clue. Even though the place now is a tourist site, they still have several number of protections for the Clue. Also, planes are prohibited to fly over it so the other branches couldn't take spy
